Employers and individuals pay for BETTER coverage. Gets people out of emergency room and if they don't have supplemental insurance they get generic drugs and have to wait 3 hours to see a Dr If they don't work it's OK. We can put a Starbucks in the lobby of the clinics. Food trucks can sell lunches to people waiting for healthcare. There has to be a way to package it to make the GOP vote for it. Eventually it will happen. This way people still have "choice" in health care- if they have a job that it.
